Abstract:
Techniques for using measurements made by UEs to improve network performance are described. In one aspect, RF parameters of cells may be determined by taking into account mobility of the UEs. Mobility information for the UEs may be determined based on measurement report messages (MRMs) sent by these UEs for handover. RF parameters such as antenna down-tilt, antenna orientation, antenna pattern, and/or pilot power of the cells may be determined based on the mobility information for the UEs. In another aspect, the RF parameters of cells may be dynamically adjusted based on loading conditions of cells. In yet another aspect, the location of a UE may be determined based on an MRM sent by the UE for handover. The MRM may include timing measurements for multiple cells. The location of the UE may be determined based on the timing measurements.

Abstract:
A method and apparatus for generating performance measurements for a wireless network is provided. The method may comprise: obtaining, at a base station, performance measurements and location data from a mobile device, storing, at the base station and based on the location data, at least a portion of the obtained measurements to at least one virtual geographic bin of a storage array, wherein each virtual geographic bin corresponds to a different geographic area within a cell serviced by the base station, aggregating, at the base station, at least a portion the measurements stored in each virtual geographic bin into one or more location-based performance measurements, and transmitting, from the base station, at least a portion of the location-based performance measurements to a network manager.

Abstract:
Cross-optimization in wireless mobile networks. In an embodiment, a demand map is received for each of a plurality of networks. The demand map represents demand at a plurality of geographic locations in at least one cell of the network. Based on the demand maps, an optimal transfer of demand is generated between the plurality of networks at one or more of the plurality of geographic locations at which the plurality of networks overlap. Then, one or more parameters, to be used by at least one of the plurality of networks in a handover procedure, is determined, so as to produce the optimal transfer of demand between the plurality of networks at the one or more geographic locations at which the plurality of networks overlap.

Abstract:
Optimized offloading of wireless devices to alternative wireless networks. In an embodiment, a sector is determined to be busy based on measurement report(s) associated with the sector, wherein the measurement report(s) indicate at least one performance characteristic of the sector. When the sector is determined to be busy, it is determined whether sector(s) of an alternative network, which overlaps with the sector of the home network, are busy based on at least one performance characteristic of the sector(s) of the alternative network. When the sector of the home network is determined to be busy and the sector(s) of the alternative network are not determined to be busy, transmission of an instruction to offload wireless device(s), connected to the home network within the sector of the home network, to at least one of the sector(s) of the alternative network, is initiated.
